Upon conducting a recent search for accessible homes in the Clarksville, TN area, I came to the realization that there was a serious problem in our housing market. The market for accessible housing is being severely underserved by our local Real Estate market.

Our MLS has a check box for “Handicap Accessible” which is a great way for agents to search for accessible homes. The problem lies in the fact that the general definition of
accessible seems to be that either the home has a wheelchair ramp leading to the front door or it was built on a slab, rather than a basement or crawl space.

I am somewhat confounded by this situation, given that we are situated right next door to the 5th largest population in the Department of Defense at Ft. Campbell, KY. The obvious need would rest with those brave men & women who have been injured while serving our country. And the need extends far beyond those serving in the military.

I helped a couple find a house that has a very special, special needs child who would most likely need assistance bathing and might be in a wheelchair long into adulthood. At the time I was helping them, I never thought about the issue because an accessible house was not a specific requirement. I also read an article the other day about a young girl who was paralyzed from the chest down after the car she was riding in was struck head on by a drunk driver. I sincerely wonder how their future housing needs will be met as she grows older, especially if she remains paralyzed. Clearly there needs to be affordable options for those who have children with special needs.

I have also met people looking for house with degenerative diseases such as MS. While I cannot understand these types of challenges, I do know that over time, their housing needs will change. The same can be said for those looking past retirement and how their health and mobility will be affected as they become more seasoned with age. There is a need for those who want to plan into the future. Wouldn’t it make sense to purchase a home that is designed with those future needs in mind?

It is clear to me, based on these observations, that the term “accessible” will have different meanings for different people. More often than not, existing homes or new spec homes will not meet these needs. One solution is to work with contractors who can modify or build homes to meet the specific needs of the Buyer. In just a short time, I have identified two local builders who have experience in building homes to meet these very specific needs. These builders understand that “accessible” is about more than just getting you to the front door.

Clarksville and Montgomery County Homes For Sale

2010 was one of the slowest years in recent history for the Clarksville housing market.  Overall, single family residential home sales were down 24% from 2009, according to the Middle Tennessee Regional MLS.  In 2009, 3,496 homes were sold through the MLS.  In 2,010, 2,648 homes were sold.  Despite lower total transactions, the average home price in 2010 increased to $155,469 from $149,292, an increase of 4%.  Since 2005, the average home price has increased 21%.  The average days on market in 2010 was 95 days.

 
Currently in Clarksville, there are 1,639 active single family home listings with an average list price of $180,082.  Of these, 548 are new construction homes with and average list price of $212,149.  In addition, there are 75 active condo listings with an average list price of $179,179.

Distressed and Foreclosure Sales

Overall, total sales of distressed and foreclosure properties were down from 243 in 2009 to 230 in 2010.  These sales account for less than 10% of the market.  There are currently 65 active foreclosure listings and 28 short sale listings for a total of 93 distressed listings.  The average list price for distressed listings stands at $112,008 with an average size of  1,564 square feet. 

Overall, the total Clarksville market remains strong, with stable to increasing home values across the area.  With interest rates still very low, buyers remain active in the market.  With the area anticipating the return of 17,000 soldiers from deployment and an additional 7,000 expected to receive PCS orders to Ft. Campbell in 2011, RIGHT NOW is a great time to sell your home.

When the government extended the First-Time Homebuyer Tax Credit last year, it added a couple of new provisions for members of the military and certain other federal employees.  Those who qualify have an extra year to take advantage of the First-Time Homebuyer Tax Credit if they served “on qualified official extended duty service outside of the United States for at least 90 days during the period beginning after Dec. 31, 2008, and ending before May 1, 2010.”

From the IRS:

  • Members of the military and certain other federal employees serving outside the U.S. have an extra year to buy a principal residence in the U.S. and qualify for the credit. Thus, an eligible taxpayer must buy, or enter into a binding contract to buy, a principal residence on or before April 30, 2011. If a binding contract is entered into by that date, the taxpayer has until June 30, 2011, to close on the purchase.  Members of the uniformed services, members of the Foreign Service and employees of the intelligence community are eligible for this special rule. It applies to any individual (and, if married, the individual’s spouse) who serves on qualified official extended duty service outside of the United States for at least 90 days during the period beginning after Dec. 31, 2008, and ending before May 1, 2010.
  • In many cases, the credit repayment (recapture) requirement is waived for members of the uniformed services, members of the Foreign Service and employees of the intelligence community. This relief applies where a home is sold or stops being the taxpayer’s principal residence after Dec. 31, 2008, in connection with government orders received by the individual (or the individual’s spouse) for qualified official extended duty service. The credit is still allowable even if this happens during the year of purchase. Qualified official extended duty is any period of extended duty while serving at a place of duty at least 50 miles away from the taxpayer’s principal residence (whether inside or outside the U.S.) or while residing under government orders in government quarters. Extended duty is defined as any period of duty pursuant to a call or order to such duty for a period in excess of 90 days or for an indefinite period.
